Provided the voltages and amperages that you are dealing with, its not harmful to you to jump start in the rain, but its not good for the vehicles. Water is an excellent conductor of electricity and and wrong placement of the cables to some electrical component on the car could lead to disastrous results. If you absolutely had to, then go for it, but i wouldnt personally recommend it for the sake of the cars computer components.
